Extends eligibility for the judicial benefit multiplier program to supreme court commissioners, deputy commissioners, and court of appeals commissioners, who were previously excluded from the enhanced retirement benefits available to judges and justices

Creates a one-time irrevocable election window from January 1, 2026 through April 1, 2026 for eligible commissioners in PERS Plans 1, 2, or 3 to opt into the higher benefit multiplier for future service

Allows commissioners who elect the higher multiplier to purchase enhanced benefits for prior service by paying 5% of salary earned plus 5.5% interest (for Plans 1 and 2) or 2.5% of salary plus 5.5% interest (for Plan 3)

Establishes a second window from January 1, 2028 through June 30, 2028 for active or inactive vested members with past commissioner service to purchase the higher benefit multiplier for that prior service

Caps total retirement benefits at 75% of average final compensation for Plans 1 and 2, and 37.5% for Plan 3, consistent with existing limits for judges and justices
