Establishes regulatory framework for thermal energy companies and networks under the Washington Utilities and Transportation Commission, defining thermal energy as piped noncombustible fluids used for heating and cooling buildings without on-site greenhouse gas emissions

Exempts thermal energy systems with fewer than 5 independent customers and 250 residential end users from commission regulation, as well as systems operating before July 1, 2025, unless they opt-in to regulation

Authorizes gas companies and electrical companies to own and operate thermal energy networks, and allows the commission to approve discounted electricity rates for thermal energy networks that shift load off peak demand

Extends existing utility consumer protections to thermal energy customers, including low-income assistance programs, winter disconnection moratoriums, heat-related alert protections, and budget billing options

Requires the commission to report to the legislature by December 1, 2027, on interoperability standards for thermal energy networks, with the entire act contingent on specific funding being provided by June 30, 2025
