Counties may enter agreements with cities and towns to provide road repairs, striping, maintenance, and construction work, particularly benefiting rural communities where obtaining such services is otherwise challenging

Public roadway striping and paving performed by counties for first-class cities under interlocal agreements are excluded from the 10% limitation on public works performed by city employees

County road construction work on city streets exceeding $10,000 must be done by contract unless bids are unobtainable, the lowest bid exceeds what can be done using regularly employed county personnel, or there is an emergency

Second-class cities and towns are exempt from competitive bidding requirements for public roadway striping and paving performed by a county under interlocal agreements

Amends RCW 35.22.620, 35.23.352, and 35.77.030 to facilitate county-city cooperation on road work throughout the county highway system
