Creates a new crime of unlawful possession of a firearm in the first degree (class B felony) for juveniles who possess firearms after a prior adjudication for unlawful firearm possession under RCW 9.41.040(2)(a)(v) or comparable out-of-state offense

Adds "Possession of Firearms by Minor (with prior)" as a B+ offense category in the juvenile sentencing grid, with a C+ category for attempt, conspiracy, or solicitation

Firearm possession by a minor under 18 (first offense) remains a class C offense under existing law; the new B+ classification applies only to repeat offenders

Juveniles adjudicated of firearm violations under RCW 13.40.193 are ineligible for the suspended disposition alternative (Option B) sentencing

Legislative intent focuses on early intervention for youth firearm possession to prevent future gun violence victimization and more serious criminal involvement, including through evidence-based behavioral health programs
