Amends RCW 43.60A.080 to change state veterans' homes representation on the Veterans Affairs Advisory Committee from naming specific facilities (Orting and Retsil) to referencing all homes identified in RCW 43.60A.075, with two representatives total

Requires resident councils of veterans' homes to nominate up to three individuals for committee consideration, with the governor able to appoint an at-large member if no nominations are received

Expands the 10 additional committee member positions to specifically include: a veteran enrolled in a federally recognized Indian tribe, a current or former Washington National Guard member, and veterans with lived experience in housing barriers, PTSD recovery, or substance use disorder

Committee members serve four-year terms with a two-term consecutive limit, and receive per diem and mileage expenses but no compensation

Removes outdated transition language regarding members appointed before June 11, 1992
