Establishes a statewide network for student mental and behavioral health coordinated by the Office of the Superintendent of Public Instruction in collaboration with educational service districts, Health Care Authority, Department of Health, and Department of Children, Youth, and Families

Creates the Regional School-Based Mental and Behavioral Health Student Assistance Program to deploy behavioral health supports, substance abuse prevention, and intervention services in communities with limited access to such services

Requires regional programs to provide student screenings, referrals, care coordination, individual and group interventions, classroom education on mental health and substance use prevention, and behavioral health awareness campaigns

Establishes a grant program to help school districts develop and implement plans for recognition, screening, and response to emotional or behavioral distress in students as required by existing law (RCW 28A.320.127)

Authorizes educational service districts licensed as behavioral health agencies to pilot telehealth services and hire licensure candidates to support behavioral health career pathways
