Extends Washington's cannabis social equity program by two years, from July 1, 2032 to July 1, 2034, allowing continued issuance of cannabis retailer, processor, and producer licenses to social equity applicants

Requires the Liquor and Cannabis Board to evaluate the program and submit a report with findings and policy options to the governor and legislature by December 1, 2025, including public feedback opportunities

Removes the restriction limiting grants only to cannabis licensees who received licenses between April 1, 2023 and July 1, 2024, expanding grant eligibility to all licensees meeting social equity applicant criteria

Mandates the evaluation examine barriers to success for social equity licensees, including location restrictions, license mobility between jurisdictions, zoning limitations, and the third-party scoring rubric process

Declared an emergency measure taking effect immediately upon passage
