Amends RCW 28B.118.010 to expand eligibility pathways for the Washington College Bound Scholarship program

Allows all eligible students to qualify by receiving a high school equivalency certificate (GED) or completing home-based instruction, removing a previous limitation that restricted this option to only foster youth and certain adopted students

Adds students graduating from approved private high schools as explicitly eligible alongside public high school graduates

Maintains existing eligibility requirements: free/reduced-price lunch qualification in grades 7-9, family income at or below 65% of state median at graduation, no felony convictions, and Washington residency

Requested by the State Board for Community and Technical Colleges to create more equitable access to the scholarship program
