Removes the designation of the Interstate 5 bridge replacement project as an eligible toll facility and eliminates authorization to impose tolls on the I-5 Columbia River bridges between Vancouver, WA and Portland, OR

Repeals RCW 47.56.892, which authorized agreements with the Oregon State Transportation Commission for the Columbia River crossing project (originally enacted in 2012)

Repeals RCW 47.56.906, which established requirements for bistate agreements related to the Interstate 5 bridge replacement project (enacted in 2023)

Retains only the definition of the "Interstate 5 bridge replacement project" as the bistate, multimodal corridor improvement program between SR 500 in Vancouver and Victory Boulevard in Portland
