Converts the Washington dual enrollment scholarship from a pilot program at 13 sites to a permanent statewide program available to all Running Start students who qualify for free/reduced-price lunch, food benefits, college bound scholarship, or Washington college grant.

Expands scholarship coverage to include mandatory fees, course/lab fees, textbooks and supplies, professional-technical/apprenticeship program materials (tools, work clothes, boots), and basic needs stipends for food and transportation if funding allows.

Appropriates $750,000 from the general fund for fiscal year 2026 and $750,000 for fiscal year 2027 to the office of student financial assistance for the scholarship program.

Requires the Washington Student Achievement Council to adopt rules by January 1, 2026, establish eligibility requirements for GPA and income, develop guidance for participating institutions, and report annually to the legislature on scholarship awards.

Extends the program termination date from July 1, 2025 to July 1, 2032, with final repeal of authorizing statutes effective July 1, 2033.
