Office of the Superintendent of Public Instruction must analyze school district transportation costs by June 1, 2028, disaggregated by student categories including special education, homeless, foster care, and skill center students

OSPI must develop a new comprehensive, transparent student transportation funding model that addresses needs of special populations and unique challenges of rural and high-density urban districts

School districts must report the number of students requiring special transportation under the McKinney-Vento Homeless Assistance Act three times yearly (October, February, May)

Establishes $400 per-pupil flat rate funding for transportation of students experiencing homelessness, in addition to existing pupil transportation allocations

Amends RCW 28A.160.170 to require separation of transportation costs by category and adds new sections to chapter 28A.160 RCW
