Eliminates automatic mail voting for all Washington voters and replaces it with in-person voting at polling places and voting centers, with polls open from 7:00 a.m. to 8:00 p.m. on election day and a 5-day early voting period before elections

Restricts absentee ballot eligibility to specific categories: voters 65+, those with disabilities or illness, military personnel and dependents, students temporarily outside their county, those temporarily out of state, eligible incarcerated individuals, those employed outside the county during polling hours, and address confidentiality program participants

Requires voters to present valid photo identification (driver's license, state ID, tribal ID, or county-issued voter ID) to vote in person; voters without ID may cast a provisional ballot

Establishes precinct-based polling places with bipartisan election boards consisting of one inspector and two judges from major political parties, plus optional clerks, with compensation at minimum wage or higher

Makes ballot drop boxes optional rather than mandatory for counties, removes the requirement for minimum drop box numbers, and allows county auditors to establish drop boxes only for collecting absentee ballots
