Requires the Joint Administrative Rules Review Committee to hold at least one meeting per calendar quarter, regardless of whether petitions for review were received

Allows any person to petition the committee for review of emergency rules or rules that lacked adequate public input, defined as rules adopted without allowing all signed-up individuals at least three minutes to testify or with less than 20 days' notice before the hearing

Authorizes any legislator to request committee review of any rule adopted within the previous five years, including both standard rules and emergency rules

Makes technical amendments updating "thirty" to "30" days for vacancy filling timelines within the existing committee structure
