Encourages all Washington public schools to provide instruction in self-resiliency skills including self-awareness, self-management, self-efficacy, social awareness, social management, and social engagement aligned with state learning standards

Requires the Office of the Superintendent of Public Instruction (OSPI) to annually distribute funding from August 1, 2025 through June 30, 2030 to school districts, charter schools, and state-tribal education compact schools for social-emotional learning instruction

Prioritizes funding first to highest-poverty schools not currently providing social-emotional learning instruction, and second to schools in communities identified as highest risk for youth suicide prevention

Requires OSPI to submit a report to the legislature by October 15, 2030 detailing funding recipients, how funds were used, and perspectives on impacted student outcomes

Amends existing youth suicide prevention statute to add prevention experts from the state Health Care Authority's behavioral health division as required partners in implementation
