Adds school pupil transportation costs and utility costs to the list of eligible expenditures from Washington's climate commitment account, which receives revenue from the state's cap-and-invest carbon program

Requires the Department of Commerce to calculate annually, starting September 1, 2026, a "school utility impact percentage" for each district measuring how the cap-and-invest program increases utility costs

Creates a supplemental transportation allocation for school districts equal to their student transportation allocation multiplied by 0.01166 (approximately 1.17%) to offset increased fuel costs

Establishes a supplemental utility allocation equal to half of each district's utilities and insurance allocation multiplied by their calculated school utility impact percentage

All new allocations are funded from the climate commitment account rather than basic education funding, with provisions taking effect September 1, 2026
