Establishes a 16+ member advisory committee to develop a five-year statewide economic development plan, with members reflecting geographic, racial, and ethnic diversity and representing legislators, state agencies, labor, ports, research institutions, tribal relations, and key industry sectors including retail, technology, manufacturing, agriculture, and hospitality/tourism

Requires the advisory committee to convene every five years beginning in 2025, hold at least four public meetings in different regions of the state, and meet at least three times during the plan development year

Mandates consultation with state commissions on Hispanic, African American, and Asian Pacific American affairs, the women's commission, the office of minority and women's business enterprises, and the employment security department before finalizing the plan

First proposal with recommended legislation due to the legislature and governor by November 30, 2025, with implementing legislation due by June 30, 2026, and progress reports required two years after each proposal

Takes effect May 5, 2025, under an emergency clause for immediate preservation of public peace, health, safety, or government support
