Sets redemption rate targets of 65% by year two and 80% by year five of program implementation, with the program launching by July 1, 2029 or six months after plan approval

Requires material recovery facilities to receive monthly payments equivalent to at least 50% of the refund value for covered containers processed, with service providers passing savings to customers through solid waste rate reductions

Exempts refund value transactions from state business and occupation tax (chapter 82.04 RCW) and litter tax, and establishes civil penalties up to $1,000 per violation per day ($10,000 for subsequent violations) for non-compliant producers
