Requires ticket sellers, resellers, and resale marketplaces to obtain an annual license from the Department of Licensing and register with the Department of Revenue to operate in Washington state

Mandates "all-in pricing" disclosure showing the total cost including all fees before ticket selection, prohibits price increases between selection and purchase, and requires fees not be displayed more prominently than the total price

Requires ticket sellers offering nontransferable tickets to also offer a transferable option at initial sale, and prohibits denying event entry solely because a ticket was resold on an unaffiliated platform

Bans speculative ticket sales by requiring resellers to possess tickets or have a written contract to obtain them before advertising, and mandates refunds within 10 days if tickets cannot be secured

Exempts agricultural fairs, K-12 schools, higher education institutions, nonprofit cultural institutions, movie theaters, collegiate athletics, and federally recognized tribes from certain provisions; takes effect January 1, 2027
