Adds Washington State Ferries to the list of transit authorities covered under the unlawful transit conduct statute (RCW 9.91.025)

Expands where prohibited behaviors apply to include ferry boats and ferry terminal facilities

Prohibited conduct includes smoking in unauthorized areas, littering, dumping hazardous materials, playing loud audio devices, spitting/urinating/defecating in public areas, carrying flammable or explosive materials, consuming alcohol without authorization, obstructing passenger flow, disturbing others, damaging property, gambling, and skating

Violation of unlawful transit conduct is classified as a misdemeanor
