Establishes a back country search and rescue account in the state treasury to receive legislative appropriations, donations, gifts, and grants from public or private sources

Prioritizes grant funding for frontier counties, rural counties, and distressed areas as defined in existing state law

Adds statutory definition of "back country search and rescue" as locating lost, injured, or deceased persons in remote areas requiring specialized expertise and equipment for hazardous terrain, emergency medical care, and evacuation

Expands compensation eligibility for emergency workers to include those participating in back country search and rescue activities who suffer injury, death, property damage, or incur communication and supply expenses
