Health plans (including dental-only and vision-only) issued or renewed on or after January 1, 2026 must allow enrollees to obtain annual covered services at least one month early (at 11 months instead of waiting the full 12 months)

Services covered on biennial or other multiyear schedules must also be available one month before the required waiting period ends

Cost-sharing requirements (copays, deductibles, etc.) must remain the same as if the enrollee had waited the full coverage period

Applies to both commercial health plans regulated under Title 48 RCW and state employee health plans under RCW 41.05.017

Amends existing law by adding a new section to chapter 48.43 RCW and reenacting RCW 41.05.017
