Requires owners/operators of dairy farms and feed lots in Washington to submit annual reports to the department showing total metric tons of methane emitted from their operations

Reporting begins January 1st of the year following the department's adoption of implementing rules

For the first report, operators may estimate annual emissions by multiplying average monthly emissions from any consecutive three-month period within the calendar year

"Dairy farm" is defined as any farm licensed to produce milk under chapter 15.36 RCW; "feed lot" uses the same definition as "certified feed lot" in RCW 16.58.020

Department must adopt rules including a reporting schedule with reasonable lead time for initial compliance
