Establishes a technical assistance and training network to help school districts coordinate comprehensive behavioral health supports for students, administered through regional school safety centers in collaboration with the Department of Health, Office of the Superintendent of Public Instruction, and academic centers for excellence.

Requires the network to provide direct assistance including needs assessments, professional development on mental health awareness and trauma-informed practices, help designing evidence-based behavioral health programs, and crisis intervention guidance.

Mandates consultation with the tribal leaders congress on education and federally recognized tribes to ensure training and resources are culturally responsive.

Authorizes contracting with organizations to provide behavioral telehealth services to students and to support coordination of sustainable behavioral health initiatives within public schools.

Expands existing regional school safety center duties to include managing network grants, analyzing data to identify priorities, and facilitating partnerships with community-based organizations and state agencies.
