Adds Department of Natural Resources civil enforcement decisions under RCW 76.04.205 (related to forest fire protection) to the list of appealable matters before the Pollution Control Hearings Board

Amends RCW 43.21B.110, which defines the jurisdiction of the Pollution Control Hearings Board to hear appeals from various state and local agencies

Adds RCW 76.04.205 civil penalties to the existing list of civil penalties that can be appealed to the board

Creates a new subsection (p) specifically granting jurisdiction over Department of Natural Resources decisions under RCW 76.04.205
