Establishes the "Washington 13 Free Guarantee" beginning in the 2027-28 academic year to provide up to 45 credits of tuition-free technical college education regardless of income

Eligible students must have graduated from a Washington public high school or earned a GED in the same or immediately preceding year, not have previously earned an associate's degree, and enroll at least part-time in a professional/technical or apprenticeship program

Award covers tuition and services/activities fees minus any state-funded grants, scholarships, or waivers the student receives, with credits to be earned within two academic years

Requires each technical college to designate staff to provide wraparound support services for recipients to reduce barriers to program completion

Amends K-12 requirements to include information about the guarantee in high school and beyond plans, financial aid advising days, and FAFSA outreach efforts beginning in grade nine
