Amends RCW 36.22.170 to specify that $1 of the existing $5 document recording surcharge must be deposited into a designated historic preservation and programs fund held by the county treasurer

Expands allowable uses of the $1 surcharge to explicitly include operations and capital expenditures for history or heritage museums owned by municipalities or 501(c)(3) nonprofits

Requires each county to establish a "historic preservation and programs fund" with spending restricted to museum support and historic preservation activities authorized under RCW 35.21.395 or 36.32.435

Defines "history or heritage museum" as a public facility primarily focused on preserving and presenting Washington state history and educating the public

Maintains the existing structure where remaining surcharge revenue is split 50/50 between state distribution to counties for document preservation and county retention for auditor operations
