Requires the Department of Children, Youth, and Families to submit biennial reports to the legislature on racial disproportionality in child welfare, beginning September 1, 2026, with a preliminary report due October 1, 2025

Mandates data collection disaggregated by race covering at least five years, including child abuse/neglect intakes, investigations, family assessment responses, prevention services referrals, and placement outcomes

Requires tracking of children's length of time in various placements (foster care, relative care, group care) and the number of abuse/neglect intakes for children already in out-of-home care

Requires reporting on department workforce demographics by job classification, separating leadership/supervisory positions from non-supervisory roles

Must include department efforts to address disproportionality, outcome measures used, policy/practice/funding recommendations, and updates from the assessment oversight group on tools related to racial equity
