Department of Ecology must develop and publish a public-facing website by July 1, 2026 to notify the public of sewage spills reported under water quality permits

Required website information includes estimated and final discharge volumes, treatment level, date/time of incident, discharge location, geographic area impacted, and containment steps taken

"Sewage spill" is defined as any intentional or accidental discharge of untreated or undertreated wastewater from sewage treatment plants, collection systems, or combined sewers that does not meet permit requirements

Website must be updated after spill conclusion with final information including total volume, duration, and waters impacted

Website must be designed to effectively communicate with people who have limited English proficiency
