Charter contracts that have been surrendered, revoked, or not renewed may be reassigned and authorized by the commission to new applicants who meet existing procedural and application requirements

The commission must give preference to applicants for charter schools designed to serve at-risk student populations when considering reassignment of these contracts

Reassigned charter contracts are exempt from the cap limiting new charter school establishments (originally set at 40 schools over five years, with no more than 8 per year)

A new provision establishes that no more than 24 charter schools may operate at any one time under this chapter
