Imposes a fee of 10 cents per gallon on untreated sewage discharged into Puget Sound or connected water bodies from municipal wastewater treatment plants and combined sewer overflow systems

Creates the "Enhanced Wastewater Treatment Infrastructure for Salmon Recovery Account" in the state treasury to collect fee revenue

Restricts account expenditures to grants for municipalities to fund wastewater treatment infrastructure projects that remove excess nutrients from Puget Sound discharges

Requires the Department of Ecology to adopt rules for annual reporting of untreated sewage discharges and establish uniform methods for calculating sewage content in combined sewer overflow discharges

Fee is separate from any other penalties under existing law, court orders, or consent decrees
