School districts with enrollment greater than 3,000 students must elect school board directors from designated member districts (geographic subdivisions) rather than at-large elections, effective by calendar year 2027

Districts with more than 5,000 students must elect at least four directors from designated member districts; districts with 3,001 to 5,000 students must elect at least three from designated member districts

School districts with 3,000 students or fewer are exempt from the member district election requirements

First class school districts containing a city with 400,000+ population retain seven-member boards; all other first and second class districts have five-member boards
