Establishes 30-day response timelines for plan review applications and construction permit issuance by the Department of Health or local health jurisdictions

Exempts residential communities with fewer than 15 living units from preconstruction design review, routine inspection, permit, and fee requirements, while excluding short-term rentals and transient accommodations from this exemption
