Department of Health must develop a plan and recommendations for creating a complete, interactive registry of Washington's health care landscape, including licensed and unlicensed facilities, providers, provider groups, systems, carriers, and health care benefit managers

Registry planning must identify which entities must report, what information is required, and establish tiered fees to fund the registration process

Department must consider strategies to monitor business structures, ownership, control, affiliations, and private equity investments in health care entities serving Washington residents

Progress update due to legislature by December 31, 2027, with final report and implementation plan due November 1, 2028

Act becomes null and void if specific funding is not provided in the omnibus appropriations act by June 30, 2025; effective date July 27, 2025
