Establishes statewide standards for electric security alarm systems on outdoor storage properties (manufacturing, commercial, or industrial) in jurisdictions without existing local regulations

Requires systems to be powered by no more than 12 volts DC, comply with IEC 60335-2-76 safety standards, display warning signs every 30 feet, and be surrounded by a minimum 5-foot perimeter barrier

Permits local governments to adopt their own regulations or prohibitions, but requires two public hearings and "electric security alarm" in the ordinance title for new local rules adopted after the effective date

Protects existing systems installed before any subsequent local prohibition, allowing continued operation if they meet the state standards
