Department of Ecology and Department of Health must jointly conduct a comprehensive statewide assessment of water and sewer system maintenance and upgrade needs

Assessment will identify systems needing critical upgrades, analyze costs for repairs and maintenance, and develop options for program design and funding strategies

Agencies may consult with state agencies, cities, counties, local health boards, public and private utilities, and conservation districts to gather facility data

Report on findings due to the governor and appropriate legislative committees by June 30, 2027

Addresses concerns including increasing human coliform in residential wells, inadequate public works grants, limited county capacity for septic system oversight, and aging infrastructure impacting housing development
