Exempts existing unincorporated towns, villages, or hamlets that were never incorporated from retail space size limitations if the county adopts a subarea plan, allocates rural population and housing to the subarea, amends the capital facilities plan to demonstrate adequate public facilities, and complies with countywide planning policies

Allows counties to extend urban governmental services to rural areas when necessary for unincorporated villages that adopt subarea plans meeting specific requirements under RCW 36.70A.070(5)(d)(i)(D)

Requires subarea plans for unincorporated villages to be no larger than the adopted logical outer boundary, which may include undeveloped platted lots, sewer district boundaries, and water system boundaries

Amends RCW 36.70A.070 and 36.70A.110 to provide a pathway for limited rural development in historic unincorporated communities while maintaining growth management act protections
