Restricts the state noxious weed control board from listing agricultural crops as noxious weeds until receiving recommendations from a Department of Agriculture work group that includes affected agricultural producers and at least one board member

Requires the board's guidelines to include criteria for reconsidering proposed species that were not adopted, including review of additional scientific data on invasive/noxious qualities and existing positive economic benefits

Maintains existing requirements that the board adopt a state noxious weed list annually or more often following a public hearing

Allows any person to request inclusion, deletion, or designation changes to the noxious weed list during established comment periods

Amends RCW 17.10.080 to add these new procedural requirements while preserving the board's authority to provide exceptions in noxious weed listings
