Joint Legislative Audit and Review Committee must review and report on costs to state agencies for complying with the state energy performance standard, building on the clean buildings work group November 2024 report

For a sample of state-owned covered buildings, the committee must compile expenditures by fiscal year (starting FY 2020), funding source, capital upgrades, and energy management costs including audits and operations programs

Analysis must include timelines for capital investment cost-effectiveness, estimated costs that would have occurred without the standard, energy savings quantification, and job creation estimates

Committee must analyze trends in completed energy audits based on building age, type (offices, higher education, K-12 schools, correctional facilities), and projected compliance costs

Final report due to legislature by June 30, 2027; the section expires January 1, 2029, and is contingent on specific funding being provided in the omnibus appropriations act by June 30, 2025
