Creates a new special permit allowing beer, wine, or spirits manufacturers and retailers to hold public events for tasting and selling their products at specific locations, with a $10 fee per event and a limit of 12 events per year (each lasting up to three consecutive days)

Requires applicants to obtain approval from the city, town, or county where the event will be held, and submit applications at least 30 days in advance along with an event map and operating plan

Mandates alcohol server training for all event staff and requires operating plans to address preventing sales to minors and intoxicated persons, staff-to-attendee ratios, and transaction limits

Authorizes the Liquor and Cannabis Board to establish rules for staff-to-attendee ratios, per-transaction drink limits, and other event standards

Amends RCW 66.20.010 to add this permit type to the existing framework of special liquor permits issued by the state
