Requires public works projects receiving over $500,000 in state capital funds (where state funds more than half the cost) to procure lumber in priority order from Washington, then Oregon, then elsewhere in the United States

Allows waivers if the requirement would conflict with public interest, lumber is unavailable in sufficient quantity/quality from priority locations, or compliance would increase milled wood product costs by 10 percent

Waiver process requires 30 days of public notice and comment on agency websites, followed by published justification addressing public comments before the waiver takes effect

Applies to public works contracts by the state, school districts, cities, counties, towns, port districts, and other public agencies for construction, reconstruction, alteration, repair, improvement, or maintenance projects

Includes federal compliance provision making conflicting parts inoperative if they would jeopardize federal funding allocation to the state
