Increases the reimbursement cap for reestablishment expenses for displaced farms, nonprofit organizations, or small businesses from $50,000 to $200,000 when displaced by a government agency program or project.

Creates a temporary lower cap of $100,000 for state agency displacements until August 1, 2030, after which the full $200,000 cap applies.

Requires annual inflation adjustments of 2% to the reimbursement caps beginning August 1, 2025.

Maintains alternative reimbursement option tied to federal standards under 42 U.S.C. Sec. 4622 if that amount is greater than the state cap.
