Creates the Center for Environmentally Sustainable Urban Design within the Department of Ecology to promote architectural and landscape design that improves health and sustainability in first-class cities and urban areas

Establishes a 10-member advisory council appointed by the center director, with members from each congressional district who have experience in urban planning, green building design, or sustainable architecture, with first meeting required by June 1, 2026

Requires the center to coordinate biennial design competitions and award competitive grants for priority projects that demonstrate health and environmental benefits through sustainable urban design

First design competition must focus on a multiacre parcel within three miles of the state capitol that was previously used for beverage processing/manufacturing, has been vacant for at least 20 years, and experienced fire damage

Creates the Environmentally Sustainable Urban Design Account in the state treasury to receive federal funds, gifts, and grants for competitions and grant programs
