Requires each county to conduct a manual hand count audit of ballots from at least 12 precincts (or minimum 5% of ballots cast) following elections, beginning with a mandatory audit of the 2024 general election within 30 days of the act's effective date

Democratic and Republican county party chairpersons jointly select the independent auditing company; if they cannot agree, selection is determined by coin toss

Each party chairperson chooses 6 precincts for the audit and selects which races or ballot measures to count, with results compared against tabulation equipment output

Public observers must be permitted to watch all audit processes including locating, sorting, and counting ballots, as well as examining duplicated and adjudicated ballots

Auditing company must submit findings and recommendations to the legislature by December 31st of the election year; bill includes an emergency clause for immediate effect
