Amends Washington's existing cookware lead restrictions (RCW 70A.565) to clarify definitions and expand coverage to include utensils such as knives, forks, spoons, and spatulas

Prohibits manufacturers, retailers, and wholesalers from selling cookware or cookware components containing more than 5 parts per million of lead or lead compounds, effective January 1, 2026

Defines "inaccessible components" that are exempt from regulation as parts entirely enclosed within other materials that cannot contact food during normal use

Exempts retailers who unknowingly sell non-compliant products, as well as casual/isolated sales and nonprofit organization sales of previously owned cookware

Authorizes the Department of Ecology, after December 2034, to lower the 5 ppm limit by rule if a stricter standard is feasible for manufacturers and necessary to protect human health, including vulnerable populations
