Amends RCW 79.105.060 to change the index used for calculating inflation rates for aquatic land leases

Replaces the "all commodity producer price index" with the Seattle area consumer price index, all urban consumers (CPI-U) compiled by the Bureau of Labor Statistics

Requires the department to designate a comparable substitute index by rule if the CPI-U ceases to be published

Applies to definitions used throughout chapters 79.105 through 79.145 RCW governing state-owned aquatic lands including tidelands, shorelands, harbor areas, and beds of navigable waters
