Exempts certain nonprofit and government entities from vehicle dealer licensing requirements when selling manufactured homes at cost to low-income households

Qualifying entities include community land trusts, resident nonprofit cooperatives, local governments, public housing authorities, nonprofit community organizations, federally recognized Indian tribes in Washington, and regional or statewide nonprofit housing assistance organizations

Limits the exemption to no more than 12 manufactured home sales per 12-month period per organization

Amends RCW 46.70.011 (vehicle dealer definitions and exemptions)
