Adds email addresses of individuals who subscribe to local agency newsletters and similar regular communications to the list of personal information exempt from public disclosure under Washington's Public Records Act (RCW 42.56.230)

Applies specifically to email addresses voluntarily submitted to local agencies for the purpose of receiving updates, newsletters, or other similar publications

Amends existing law by adding a new subsection (14) to the personal information exemptions, which already protect information such as student records, taxpayer data, credit card numbers, and lottery player information
