Washington State Patrol firearms background check program must reimburse background check fees charged during November 2024 when the SAFE (Secure Automated Firearms E-check) system could not access the Administrative Office of the Courts data system

Eligible for reimbursement: firearm purchasers who paid background check fees during the outage, and licensed firearms dealers who covered those fees on behalf of customers (with documentation)

Reimbursements may be paid from the state firearms background check system account created in RCW 43.43.590

Adds a new section to chapter 43.43 RCW establishing this refund process
