Mandates that penalties for non-remediable violations or non-technical corrections may only be waived with unanimous commission approval

Requires the executive director to use the commission-developed scoring system when resolving complaints about remediable violations or technical corrections

Section 1 expires January 1, 2026, when Section 2 takes effect, transitioning the amendments from RCW 42.17A.755 to RCW 29B.60.020
