Washington peace officers may receive gifts of appreciation up to $25 from higher education institutions for delivering presentations in criminal justice, law enforcement, police science, financial forensics and fraud, or forensic science and technology courses

Presentations must occur outside the officer's official duties to qualify for the gift exception

Amends state ethics law (RCW 42.52.120) to create an explicit exemption allowing officers to accept these educational presentation gifts without violating conflict-of-interest rules

Responds to September 2024 workforce needs assessment finding that criminal justice instructors had difficulty establishing relationships with local law enforcement agencies

Officers have no obligation to participate in college programs; the bill creates voluntary incentives to encourage engagement between law enforcement and educational institutions
